The submittal process exists to close the gap between what was specified and what will actually be installed. A specification describes performance and requirements; a submittal shows the specific product, the specific fabrication, the specific mix.
Reviewing it is how the design team confirms the two match before money is committed and steel is cut. Everything about the process — the register, the review actions, the resubmittal cycle — follows from that single purpose.
