What Is a Specification in Construction?

A specification is the written portion of the contract documents. It states the quality, materials, standards, workmanship and administrative requirements that drawings cannot convey, and it is read together with the drawings as a single set of obligations.

Definition

Construction Specification

Drawings show quantity, location and geometry. Specifications state quality: which product, to which standard, installed by whom, tested how, warranted for how long. Together they form the contract documents, and neither is complete alone. Specifications are collected in the project manual and organised under CSI MasterFormat, a numbering system that puts every subject in a predictable place across the industry — Division 03 is always concrete, Division 08 is always openings — so a subcontractor can find its scope in a manual it has never seen before. Individual sections follow a three-part structure: Part 1 General, Part 2 Products, Part 3 Execution.

Drawings show quantity, specifications state quality

The division of labour between the two documents is the oldest convention in construction documentation. A drawing can show that a door exists, where it is, how wide it is and what it opens into. It cannot practically show the door’s fire rating, core construction, finish, hardware set, warranty period and the standard its performance is tested against. That is the specification’s job.

The convention has a consequence teams forget under deadline pressure: information belongs in one place. When a requirement appears in both the drawing and the specification, the two will eventually disagree, because one gets revised and the other does not. Well-run sets keep quality requirements in the specification and reference them from the drawings rather than restating them.

MasterFormat and the three-part section

MasterFormat exists so that scope can be found. A mechanical subcontractor opening an unfamiliar project manual goes straight to Division 23 and knows the ductwork requirements are there. Division 01, General Requirements, is the one every trade has to read regardless of scope, because it carries the submittal procedures, quality requirements, closeout obligations and temporary facilities that apply project-wide.

Within a section, Part 1 General covers submittals, quality assurance, delivery and warranty; Part 2 Products names the acceptable manufacturers, materials and performance criteria; Part 3 Execution covers installation, tolerances, field testing and protection. The structure is predictable enough that experienced reviewers navigate by part number without reading the headings.

Prescriptive versus performance specifying

A prescriptive specification names the product: this manufacturer, this model, this finish. It gives certainty about what arrives on site and shifts responsibility for whether that product suits the application onto the specifier. A performance specification states the outcome required — a U-value, a fire rating, a deflection limit, an acoustic rating — and leaves the contractor to select a product that achieves it.

Most real sections blend the two, and the blend is where disputes start. A section that names three acceptable manufacturers "or approved equal" has to define what equal means, or the substitution request that follows becomes a negotiation rather than a comparison against criteria.

Where specifications and drawings drift apart

Specifications are frequently assembled by editing a master or a previous project, and the editing is where errors enter. Sections survive for scopes that were removed. Products get named that the drawings never call for. A keynote points to a section number that was renumbered. Two sections specify the same interface differently.

Every one of these becomes an RFI, and the RFI arrives at the worst possible time — during procurement, when the contractor is trying to buy the item. Reconciling the drawings against the project manual before issue is the cheapest point at which to catch it, and it is the review most often compressed when a milestone moves.
