What "of record" actually means
The phrase refers to the public record created when a sealed document is submitted to an authority having jurisdiction. Sealing is a personal act by a named licensee, and the standard it attaches to is responsible charge — the engineer must have exercised direct professional control over the work, not merely reviewed it or managed the people who did it.
That is why an engineer cannot seal a design prepared by someone outside their supervision, and why "plan stamping" is a licensing offence rather than a contractual dispute. The liability runs to the individual. A firm can be sued, but the licence that can be suspended belongs to a person.
